I have a large area that is 'irrigated' by what my homes sump pump pumps out after it has rained, or Spring is thawing the Earth. The water runs through PVC on it's path to the ground.

Ooops! I live in zone 5...would prefer perennials. Can be more than one plant. The area being flooded is 10' in diameter.

If it is really usually wet I would go with water loving blue-flag irises.

Like someone already said, I don't know your growing zone, but I live in Minnesota in zone 4 and cattails are grown here. They are excellent filter plants and absolutely love being wet. They have very deep roots, so they can also handle drought.
They are so good at cleaning up the water before it goes down to the water table, that they are protected here. You will get a large fine if you dig them up or cut them down.
Since you experience "thawing", I'm guessing you live closer to zone 4 than the tropical zone 9

As you do not give your growing zone, I suggest you visit your local garden centre and ask for plants that love water and are hardy for your region.

I would plant lots and lots of cannabissativa
and poppys but can can do hollyhocks

grass or bamboo. both love water. I'd go for bamboo
