Small cities has nothing to do with it. You are confused over Section 8..There are apartment complexes that are given Section 8 from the government. If you qualify to live there, the rent is determined based on your income and other items. The Section 8 stays with the apartment complex and does not move.

You can apply for your own Section 8 voucher that you can take with you when you move. Some places will accept it and some won't. This type of voucher gives you more choices in either apartment or a private home, BUT as I said, not everyone will accept your voucher and they cannot be made to accept it.

SO, those are the two different type Section 8 vouchers.

In addition to what the lady above me said if you have your own voucher and you do find someone to accept it the housing has to be approved be fore you move in to make sure it is up to code. And appropriate for your family [ enough bedrooms and such.]
