I'll skip the "copy & paste" from other websites & just explain it as simply as I can :

Cache memory is normally dedicated exclusively for CPU usage.
Normal RAM is used by the Operating System & all active applications as well as by the CPU.

CPU cache is actually integrated in the CPU. This means that the processor does not have to slow down to the BUS speed to access it. It can access this form of memory (theoretically) as fast as it's own native speed.

It's like having a file folder on you desk ... ready for quick access or needing to get up & go to the file cabinet to get it every time you need it.

The CPU uses cache memory to store frequently accessed data & hence process it much more quickly.

Processor Cache contains instructions that are fetched from the memory beforehand when the processor is executing some instruction. Since this cache is a high speed memory and practically can provide data without delay to the processor, time wasted in fetching the next instruction after executing a particular instruction is avoided. Like this, many levels of cache memories are used that have different speeds to improve the performance.
This type of implementaion is called the SuperScalar architecture.
There is also a data cache to store frequently used data to avoid unncessary trips to the RAM or HDD to fetch data and thus avoid delay.

The operating system "reserves" more memory for processing. The more memory available for processing, the less bottlenecks encountered so to speak and the quicker the processing.
