Perhaps because they are more educated and more motivated. Perhaps because they higher morals and values. Perhaps they believe in helping themselves rather than depending on the government. Perhaps they know that hard work, self discipline, respect for self and others , responsibility, and accountability are keys not only to success but to happiness as well.

Success normally isn't something that just happens, a lot of the people in such a community have gotten to their path in life using education, knowledge, ambition and of course knowing the right people sometimes. Successful people shouldn't have to step on others to get where they want to go if they have the key ingredients to get there on their own. Self-made success is not only longer lasting it's more appreciated and that fosters people who want to put back something in their community which brings about an even stronger, better and more successful area to live.
Such communities almost always draw more people with like minds and goals as well as success. Entering these kinds of communities doesn't mean you have to play nice with everyone there...but by doing so and giving where you can whether for homeless people, poor, disadvantaged or families that have lost homes and sometimes loved ones in fires, floods, earthquakes etc., keeps the circle of success and giving...going.

Heed the wisdom of the first answer....Influence is the key word. yes work, diligence, education [formal or otherwise], etc are all valuable -- but those
who are on top manipulate things to stay on top. many decisions are made
which are not public and made for the gain of ones selfish interests.
This is the world we live in -- it isn't a movie. Money and power.
