I'm not a computer tech but I would over-ride it by turning it off with the on button, that is, push the button (while it's running) that normally turns it on and that should turn it off. If that doesn't work flip the switch on the back of the comp. to turn it off.

Assuming Windows XP....
And assuming you have scanned for viruses and spyware....
Control Panel > click on the System Icon > go into Properties
Click on the Advanced tab
In the Startup and Recovery are click on Settings
Uncheck the place near the bottom where it says "Automatically Restart".
Your PC appears to be giving some kind of an error during the shutdown, and that is causing it to restart. If you turn off that setting, your computer may shut down normally (if it is a minor error). OR, it will come up with an error message telling what is wrong. Then you will have some clue what you have to fix so the computer will shut down.
Or do ctrl alt delete and then click on task list and then click on the program that is not responding.
Good Luck!

Hold down the power switch for 8 seconds. Wait for another 8 seconds and start it back up. In all likelihood you have some kind of software conflict going on. Run a cleanup program (ccleaner, xp disk cleanup, or norton, or whatever.) Back up your data and plan to do a complete format on the hard drive in the near future.

Make sure of this. Click Start in lower left corner, the Shut Down. On the next window that pops up make sure it says Shut Down not Restart.
