Get him a "Once in a lifetime" gift box (Boots/Argos). Hot air ballooning, racing at Silverstone, a day out in town, etc. will all provide him with a special day he's not likely to forget.

How long have you been with him and whats he into??
Is he sporty? Into computers? Any particular films??
I am not saying do this, but I made my boyfriend cufflinks and he was really really chuffed
Make him something, that will mean the most.
And maybe cook him a nice meal.

not knowing your budget makes it harder. But for my boyfriend's 21st, I got him a trip to Vegas and instead of telling him, i made a collage of loads of pics of vegas and casinos etc and cut it up into a jigsaw for him to work out. I also got him a bottle of whisky and other small things.

I bought my partner a flying lesson for a big birthday, he loved it. It cost £90, which leaves you enough money to wrap it (I tied the voucher to a balloon, which floated up in the air) and to take him to his favourite restaurant.

Can he drive if so get him a day out on a rally course he will love that but if he don't drive then ask his mother she will no him better.

you should like get him a card to a bar.. i know some people with a card to a bar called MOOSE. i dont know if you have something like that around but it might be good for him.
