How to improve health system in Tamilnadu?

Most of the decease are starting from the public places by the public. For example I have never seen a clean toilet: Even some plces theya re collecting money and also developeing in sanitation:most of the toilets are actioned : the politicians are the winners: they will collect the money and they never cared for sanitation; I HAVE SEEN A BEST MAINTAINED TOILET IN HOSUR; BUT THE PITY IT IS BUILD AND MAINTAINED BY SOME INDUSTRY '

2) GOVERNMNET HOSPITALS are another place for generation of the decease: Most of goverment doctors or the Heads never worried about the public health,they are worrying for pocket wealth.

3) The other decease generating place : railway station:

4) the rest of places are Taluk offices,collectorates,police stations & etc: you will not find proper sanitation in public places like above mentioned;

So in tamilandu the public places are decese generatin places;

this is a very deep question ,, as you see the whole system is sucked with up corruption and the whole of India is infected with a fast food slick lethargic attitude ,to improve the health system we have a top down approach on the system so that the hospitals get the necessary economic means to improve the current and a pathetic stand
