Just use it as an adjective (meaning apprehensive or hesitant) to describe a person or animal:
My dog never barks because she is too shy.
Or use it as verb meaning "to back away" or "to shrink back":
The dog shied away at the man's clenched fist.

It depends on what you want the sentence to be about. The word shy can easily fit into a sentence such as the person stood in the corner of the room, looking very shy!! Shy is usually put in a sentence if you want to describe the way a person is.

She is a very shy person. It's hard being shy. I wish i wern't so shy. Shy people have a lot to say but just can't put it into word's.

"Dave was a little shy of 15 years old" (mean few months/days younger)

Shy is an adjective so you use it to describe things, just like you would with colors.
Ex: That cat is blue... That cat is shy.
I am shy.
So any time you are describing something you can use it.
