Try Aquaphor Healing Ointment - it seems to sink in better than lip balm. It's an all purpose fragrance free balm and a good value.
Neosporin Lip Treatment is good too.
Wear one of these in the evening & then only wear a moisturizing lip stick or lip gloss during the day.
The oils from the lip balm may be causing the oils from the other lip products to separate.
Kiehl's makes tinted lip balms with SPF. That might be a good compromise if you cannot find a lip stick or gloss that has enough moisture.

I know this is going to sound weird....but wearing to much chapstick can actually be bad for your lips. Chapstick is one of those things you should only use once in a while when your lips are feeling specially dry. Not every day, all the time. If you, your lips become dependent on it and they never get better by themselves. Also, what kind of chapstick are you using? My dermatologist told me that the best chapsticks are the ones without mineral oil, but that use beeswax instead. I really like Burt's Bees chapstick...but I know there are other brands that only use the natural bees wax instead of Mineral Oil/Vaseline. Try switching brands and see if that helps. Also...make sure you drink more water!! Lots of water because it might be that your skin is just dehidrated.
I have the same problems wearing lipstick that you do...I get the filmy stuff on my lips. Ultrarich, or moisturizings formula lipsticks seem to work best. Stay away from long wear lipsticks because they really dry out your mouth!

My son suffered the same thing. his lips would get so bad they would Bleed. It was pitiful to look at, especially in the morning. I need to wash his pillow case every day. I spent over $100 on everything I could get my hands on. One day I ran into someone I know started talking she sell Mary Kay products{I know, I know}, I purchased the product called "Satin Lips" it is around $15.00 for a tub. Within 2 days his lips were a thousand times better by the end of one week not a sign of chapped lips. Have been using it ever since for everyone in the family.

You may have some type of contamination in your lip products or an allergy to whatever you're using.
I had a similar problem. It got better when I threw all my lip products out and started using just Vaseline. You'll have to be sure to wash your hands and never apply it directly from the container to your lips. I'd apply a bunch of Vaseline and put a hot/warm wash cloth over my lips for a few minutes and then "scrub" off the dead skin. I kept using the Vaseline until things got better, then started buying new lip stuff.
If it doesn't get better I'd definitely see my doctor.

Wear Carmex over night! Gloss is not going to condition your lips! Try Something stronger at night! OR Try a Lip Exfoliant- gently removes dry, flaky skin while simultaneously conditioning your lips.

Use Blistex...
before you apply your lipgloss or lipstick... apply medicated lib balm as a base. I do that from time to time because certain glosses dry out my lips. So I but a base of lip balm or petroleum jelly and then apply the lipgloss.

Use a dry toothbrush to brush aways and flakes then put on loads of lipbalm and a bit of lipgloss on top. The white film maybe be becuase you use too much or you could just check throughout the day.

I used to have really chopped lips but my friend gave me a lip moisturizer its from Avon and its called Moisture Therapy. It REALLY WORKS !! if you put it on and leave it overnight you can see the difference in the morning TRY IT !!!! and you can wear lip gloss on top of it !!

keep on using only chap stick for a while, lip gloss chaps your lips more so keep away for a little

Before you go to bed......put vasoline on your lips. Your lips will absorb the mosture as you sleep....continue to do this for a few nights...you'll see a difference. I do this whenever my lips are severely chapped, and it always works.
