Yes, you can see any CCTV camera on a mobile phone providing you have the correct equipment.

The cheapest solution is to use an IP camera. This can wirelessly connect to your Internet connection at home, then you can use a mobile phone to connect directly to the camera. The mobile phone would use 3G or GPRS mobile connection to connect to the camera. If you have a PC, you can turn it into a CCTV Surveillance system using a capture card such as by Geo-Vision. There are also CCTV DVR Recorders that you can connect multiple cameras to and will record video for up to 2 weeks at a time. You need to firstly set up your home cctv system and have it connected to dvrs or directly to a pc with Internet access. Once your cctv can be viewed online, use your mobile to access your home cctv.

Don't know any official software or program, but you could link in a web cam to a laptop, transmit the images over a 3G modem or card and view on a 3G handset - messy but it would work.
An alternative but with less quality would be to have a PIR linked to an autodialler connected to a 3G video phone and once triggered, the phne would call you uo and show you live video stream of where you are monitoring.
