what is the best at upload isp?

does anybody an isp in the uk which has a higher real time upload of 100kb?

Im using Freedom 2 Surf, and I can upload at 200kbps on a good day, but my exchange has no capacity so it gets slow.

My ISP Onetel provides 175 kbps.
