Make sure you have original, useful content. Then present it in an easy to read manner. If you're a member of other blogs/message boards/etc. make sure to advertise on there. Become affiliates with other well-established blogs/websites that have like content. Good luck.

You could advertise with google AdWords (adwords.google.com), I think that would be your best bet. Also you could have your url in your forum signatures... ;-)
