It sort of fills the gap between (simple) Programmable Logic Devices (PLD) and FPGAs (Field Programmable Logic Arrays).
It is an integrated circuit that contains a limited amount of logic (AND gates, OR gates, Flip-Flops, Buffers), and is programmable for just about any logic function you can think of (within the limits of the number of pins and the amount of gates inside the chip).
