Let me guess, I'm thinking you are thinking some guy from Texas who now resides in a white house in DC.
I do know that the most hated woman is a toss-up between Rosie ODonnel and Hillary Clinton.
Notice, though, even there there is a pile of people who love them, both of them, or I should say all three of the above. Think about that--some people's garbage is another's gold.

Based on what? You need to supply a foundation for such a selection. For me, I would begin with who would be a good role model for children. Then I would develop an antithesis for that person. Even then it would generate many individuals.
Personally Al Gore comes to mind for producing a movie of pure propaganda. For example, his examples of glacial melting are actually films of glacial “calving” which is a normal process for glaciers which have grown overly large and moved too far into southern waters. Yes some are melting, but some are growing, just like they always have but his film doesn’t make that distinction.
To lie to make a political point is despicable.
