The character that comes down the steps at the end of the Pirates of the Caribbean Dead man's chest is Captain Barbossa from the first movie pirates of the Caribbean the black pearl. He was the captain of the black pearl before Jack sparrow shot him and took it back off him.

yeh as everyone else said it's captain barbosa (or whatever). he was the person captain jack got the black pearl from and who got shot in the end of "curse of the black pearl" and if you ever watch the movie again look carefully at the part where jack brings the swamp lady (sorry i completely forgot her name) the monkey, and she looks at it funny and then lets its go and it directly goes to a pair of boots (that look like they are lying down) and i guess that is him before she did something to him or whatever. just a fun fact :P
