Make some simple cookies or cupcakes! They sell those pre-cut holiday cookies in the dairy section, all you have to do is put them on a cookie sheet and bake. (Maybe you could convince your mom to buy them if you get some extra and make some for your family too :) It's thoughtful, and shows some effort on your part, and besides, who doesn't enjoy cookies or cupcakes on Valentine's Day?! Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it more of a homemade feeling.
Write "Will you go out with me?" in the middle somewhere!

Let's see, you're asking him out but you have no money, right?
So I'll assume that by OUT you mean you will do something that is free or already paid for (such as a dinner gift card or free movie tickets or a gym or swimming pool membership) OR it is something that he routinely pays for OR you are the one who is treating for the date (whether by paying for it or cooking him dinner, whatever).
Unless he is paying for the date, I see no reason why you should get him anything more than a nice card. (He should understand your finances....and you should, too!)
If he will be treating you, why not bake him something that he likes.....chocolate chip cookies, etc.....? Most people already have all the ingredients except the chocolate chips in their kitchen. Tip: Look up a recipe that doesn't require ingredients that you don't stock (brown sugar, for example).
