The fully upgraded Handcannon, then the Chicago Typewriter, then the fully upgraded Broken Butterfly, and then the Killer7.
Both the Handcannon and the Chicago Typewriter are unlocks. The Handcannon is unlocked by getting a 4 star rating on every map with every character in Mercenaries, and the Typewriter is unlocked by completing Assignment Ada.
Edit:
Fully upgraded Handcannon: 99.9 damage
Chicago Typewriter: 10 damage (but a fire rate similar to a TMP)
Fully upgraded Broken Butterfly: 50 damage
Fully upgraded Killer7: 35 damage
As an added bonus, the fully upgraded Handcannon and the Chicago Typewriter have unlimited ammo. It takes a good bit of pesetas to get these weapons, but they are well worth it.

I've had the most success using the Striker. It is a powerful shotgun and can hold 28 rounds w/ upgrades.

The machine gun, but u have to finish "project Aida" to unlock it and 1 mill. pesetas to buy it.
