both you and the people who own the flats directly above you equally. your buildings insurance should cover it.

Whoever owns the freehold of the entire property is responsible, and that will normally be for all fabric things that affect the whole building like gutters, roofs walls etc.

if you are a part owner then you are responsible for paying whatever your % of the whole building is, that is normally worked out by the number of flats in the block or possibly by bedrooms. If you are not paying service charges or into a repairs sinking fund then get one set up quick because bills can be very big for external works and it also gets your neighbours in the habit as well, because if they haven't got the money then you have to decide either to pay it all yourself or not get the work done which is a rock and a hard place scenario.

Your leaseholder should be contacted, but you should also have a contingency fund in case of such emergencies. I mean if something was wrong with the drains...would you expect that to be down to you?
