.com / .com.au / .co.jp question?

Question

If I was to do a website for a client in Japan, who is wanting get a .co.jp in their URL, how would I go about setting it up...?

In Australia, we have to provide an ABN (Australian Business Number) to qualify for a com.au ....

Is it the same in most other countries...?

Would I have to go through a Japanese web host provider..?

I have been emailing a girl in Japan for a few weeks now and her address ends with ".com.ne.jp".
