The shoes, the socks, the hose, clearly something else is going on besides mere skimpiness. It's a little disturbing, especially since it appeals to so many men.

I don't think most of you are understanding what I'm asking. Yes, sex sells, but why in this very specific costume?

The style of there clothing is going towards a Cheer Leader uniform.
That is why the hose (tights) with the socks and sneakers.
This goes with that whole concept of the Hooters Girl is an American Cheer Leader theme.
Also, in a way it may have to do with the same guidelines that Dukes of Hazzard had to follow. The shorts Daisy Duke wore (which are about as short as the Hooters Girl's shorts) always needed to be worn with pantyhose to pass the ratings board.
So, might be many reasons, but it is also to make sure that men have many things to look at.

OK, in my opinion I bet some men are thinking, "What's up with the hose, socks, and sneakers?". Unfortunately, I think men follow other men way too much. Hooters girls are a sex icon for American men. Even though the outfit should maybe be updated alittle in that aspect, it is excused because they are Hooters girls & if you're a man and you admitted to your buddy, "That Hooters girl has a great body but I'm not too into the hose with socks.", you would probably catch some real s**t for it. Just another great thing about being a girl. If you're a Hooters girl, you can put on a somewhat dated (but sexy) outfit and men will tip you like mad! Keep up the good work Hooters girls!

Well Shoes, Socks, and pantyhose are in the fetish category for some men. I guess It is ploy to draw in other types of men. Who are not breast men as a main interest. Yep there is something else going on besides mere skimpiness. Also it is the company uniform that you wear when waitressing at hooters. It would be kinda disturbing I suppose but it sells.

Sex and more sex honestly. I mean, when women reveal stuff serving you beer and wings, you're definately going to leave a good tip. They probably make rent in one night for the month working a Friday night for 8 hrs...if they're HOT!
