Can you publish a picture of the person in question or is that contempt of court?

The answer would probably depend of what your appeal was for.

I would however suggest that if you printed a picture of said person, you could be opening up a whole can of worms and leaving yourself open to all types of problems.

E.g. If you printed a picture taken by someone else, you could be breaching copyright. If you printed the picture of said person, they could take action against you for defamation of character etc. You might also be breaching data protection by publishing a picture from another source.
