I would say the toilet has a crack in the bottom of it. It should never be Dry. Some hold more than others but never dry. You can get a replacement toilet at Lowe's or home depot starting around 40 bucks. There easy to replace!! Two bolts, a wax ring and water line is all there is to it after you have assembled the tank and bowl together. Good luck.

As far as a bad vent line, I don't think so, because you would see the bowl be dry right after you flush.

The water is going somewhere, most likely through a crack in the toilet.

You should shut off the water to the toilet, stop using it for the time being, and call a plumber. So in case it is a leaky toilet, you don't keep adding to the damage to your floor.

That water is going somewhere. Better check the floor under the toilet. It could be a cloged soil vent pipe. Other water running through the main drain line could "pull" the water out of the bowl if the vent pipe is cloged. Check the floor, water will cause severe damage and make the job much bigger.
