My husband is a Mexican Citizen with a US resident card, and Mexican Matricular (passport) card. I'm not sure what kind of paperwork he would need to obtain to travel outside the U.S. Would he need something else from U.S. immigration to re-enter the U.S.?

He would need a full-blown Mexican passport, not just a "card" in order to enter other countries (isn't that to facilitate travel just between the U.S. and Mexico?) His Resident Card will allow re-entry into the U.S., along with his passport.

carry the matricular, as well as the resident card. He would also need to make sure that his passport hasn't expired.

His passport and permanent residency card should be enough. My friend is a permanent resident and EU citizen - she never has a problem.
