The military system of telling time is based on the 24 hour clock, with one AM being 0100 (oh-one-hundred) hours, noon being 1200 (twelve-hundred) hours, and midnight being 2400 (twenty-four hundred) hours. Under this system, the day officially begins at 0001 hours, or one minute after midnight. This is the time at which the 24th hour of the day has officially run out and the first hour of the new day has begun.

I think the day ends @ 11:59:59 and then the new day begins at 12:00:00. When we celebrate the new year - we celebrate at 12:00:00 because that's the beginning of the new year (and a new day - January 1).

The first moment of the day is at 12 midnight or zero-hundred hours 0:00. That's why you sometimes see invitations to parties that start at 11:59PM, or sometimes 24:00 - which means that same day at 23:59/11:59pm + 1 minute.
