The Blues Brothers would be great for you. It's funny, full of action and they sing alot of the blues.

The Committments - its a comedy/drama about an Irish band that sings soul music. Although the cast is made up of nobodies, the lead singer has an incredible voice and its a hilarious story about trying to fulfill dreams. As long as you like soul music, you'll love this film.

Cameron Crowe films tend to have really good soundtracks. A lot of the ones other people have mentioned are good as well, School of Rock, High Fidelity, Garden State (one of the best indie soundtracks ever), Walk the Line, Almost Famous. One of the best romantic comedy soundtracks is from the movie Return to Me -- lots of Rat Pack. Hope that helps.
