I assume you mean Norton. That software is crap and takes up tons of system resources. It is more pain than it is worth (as you are finding out firsthand) Get rid of it. Get a good virus scanner and spyware scanner and you can just use Windows firewall. Actually if you have a router that has a firewall built into it then there isn't really a need for a software firewall.

Unless another site is interfering with your your attempt to access secure sites (I found that google toolbar interfered with eBay) I would suggest a different firewall, turning it off can leave your computer vulnerable to trojans and other nasties
