why would someone go into a shopping mall and open fire on innocent people?

Probably video games, played by an unstable individual who has trouble telling the difference between reality and fantasy...
That's why I like Pokemon and Mario... No one ever tried to kill anyone with a giant mushroom or a Koopa.

Different people have varying levels of what they can take before they snap.
See the Michael Douglass movie 'Falling Down' for a great example.
Some end up with altered perceptions of reality through drug and alcohol use, but some people are screwed up at a young age by constant abuse. Some might be delusional, and are truly not aware of what they are doing - some might even think they are doing something good (usually when religion gets beaten into them along the way).
A rational person won't unload a clip in a mall, but it all depends on how much it takes to turn that rational person into an irrational one. And how they will respond.

In that case it was just a nutjob. I can't understand killing strangers. If I was going to kill someone it would be someone I know that I don't like or someone that pissed me off. Random killings would be so unsatisying. (I'm really not as crazy as this answer sounds)

hmmmmmm there can be two reason....
because of some revenge.....
to spread terror.....
look today's media is doing what...... making us used to see people killing there are lot of such games like doom... which effect the mind of people...... and films..... today's age is the most terriffic age.....if some mad person is effected by these things he will obviously do so....
The second one is more usuall...... there is a race of power..... and they thing by killing the innocent people they can get the power..... just by spreading terror.... and nothing..... they are not from human beings
