This is one of the best hotels in Cebu:
http://www.shangri-la.com/cebu/mactanisland/en/index.aspx
It's quite expensive though and it's out of your range. I am telling you this for you to know that hotel rates here can go as high as those hotels abroad so beware. and it would be damn difficult for a non-Cebuano to start searching for hotels in the area the moment you arrive here as some Cebuanos rarely answers questions for directions [It happened to me, too, when I moved in to Cebu, hehehe]. There's another place of which the ambiance is great and is comparable to the resort above at a much lower price. Try Tambuli resorts. You can view their website at this link:
http://www.tambuli.com
There are actually resorts under the Tambuli group, the Cebu Beach club, Tambuli West, and Tambuli East. All of them have the same rates and very nice rooms. For example in Cebu Beach Club, you can pay for a nice room with a Nipa roof under coconut trees [fronting a pool and right at the side of the beach] for just around 3000 pesos. I am not working for the place but I am a club member of the place and I personally love this place.
You may contact them directly at (032) 253-7901
By the way, this resort is in Mactan island, around 150-200 pesos via taxi from Cebu. When you go there, tell the taxi driver to pass by the roads that the Asian Summit attendees took. It's quite nice with all the expensive renovations

For $75 a day you can get a really nice place on the beach with lots of extras. Don't use those deals you find on the internet. It's tourist trap overpriced crap. Those big pricey hotels are no better than the smaller independent resorts and the people are a lot nicer. Try Blue Water Resort. I don't have a phone number, sorry. It will be pretty hot that time of year. Be prepared.

I can recommend EGI Maribago Beach resort, Tambuli beach resort or Cebu Beach Club. Its a beachfront resorts in Mactan. We have a lot of guests stayed in EGI Maribago and Tambuli. pls. check my profile for further assistance. And i recommend late April due to long holiday so its peak season or high rate covered till mid of April. Marco Polo is a hotel in the city not a beach hotel.
