When I told her I liked her hairstyle and makeup style she grew her hair and stopped wearing this makeup. When I asked her why she said because I told her I like it. She also told me she doesnt mind if other guys like it because they dont tell her that they like her look! She has always had issues about me liking her look but if she loves me why can I not like it but other boys can?

Either she has issues with compliments and it makes her feel uncomfortable that she knows that someone likes the way she looks. This might make her want to keep changing her look cause she doesn't care if people think she looks good or not. I know its hard and you want to compliment her because she looks great, but try just complimenting her and not by what she is wearing or what she looks like. (ex. i love your eyes, your smile, your laugh....basically compliment something she can't change and see what happens)
or ask if she really loves you (if the other one does not work) maybe she just wants people to look at her instead of being pointed out

Sounds like to me that your girlfriend doesn't appreciate or respect anything that you have to say. You also do not tell your ages. This could be a major factor in what is going on. In my opinion,it sounds like she has a major complex about herself. Here's a suggestion,quite showing intrest in anything she does,says or looks like. That might jar her intrest in you alot more.
