This is not a "diffraction pattern on the surface of the water which is making it look metallic" as was given to me in an answer to te question. Because when I put a finger in the water, it comes out with a blue matalic colored film on it. Why and what is this substance? Is my tap water not safe to drink?

There are several places that you can find online (google them or post another question in Home & Garden or something) that actually will test your home tap water for free. All you need to do is to send them a sample, and their websites have instructions on how to do this. You will not get any more meaningful answers than the "have you had your eyes checked" from the first answerer on here. I will agree completely with him that metal cannot appear out of water, but that doesn't mean there may not be something seriously wrong with the tap water at your home, it's just not possible to diagnose it in a forum like this. I recommend you get the water tested.

No it doesn't. When was the last time you had your eyes checked? - sorry...

Metal just can't "appear" out of water! What you "may" be seeing is a diffraction pattern on the surface of the water which is making it look metallic.
