Our basement floor has patches of black and grey which I think are mold. Is there a way to remove it safely?

I know that peroxide works for tile grout. Considering that concrete is porous as well, it would make sense to me that it should work.

The bigger problem is figuring out how to eliminate the moisture so that it doesn't come back.

You are probably right although it would only be mold as mildew only grows on plants. Bleach and water is the most common an effective cour available to the common homeowner. 1/4 cup bleach to 1 gallon of water is the recommended mixture dry the area with fans when you are done. Moisture and lack of airflow cause this problem so to keep it away you need to either eliminate the moisture or provide air circulation.

the only thing that will help get rid of this is to buy a fungicide liquid, if yo use bleach or any other cleaning product the mildew will come back again after a few month´s , try and get more ventilation into to the cellar, and if you can keep it as dry as possible , mould and mildew are caused by the lack of ventilation and to much damp

Cat urine is very nasty. There is a product available specifically made for removing urine odors. It comes in a spray bottle and can be found at either a Petco or Petsmart. I used it when training ferrets not to pee on the floor. It removed the odor by neutralizing the urine, not just covering it up. After you have sprayed with that, clean with a normal disinfectant soap mixed in a bucket of water and mop dry.

Muriatic acid available at most home and garden centers. ie:Home Depot. Read the directions carefully.
