If you want a year round screen, you should plant an evergreen type of shrub.
Exactly what you choose depends on how far north you live. Some hollies, such as the Nellie Stevens hybrid, are evergreen, grow very fast, and are very attractive, but won't survive north of about Zone 6.
If you need something that will grow in the north, the best evergreen choice would probably be a conifer such as a juniper, arborvitae, spruce or pine. Many of these grow quite big, but smaller growing ones are available.
There are some other evergreens that would work, but some of them are harder to grow and would need more attention than the ones I mentioned

Russian Olive is a great barrier type of shrub. With some pruning you can train it for growth in a wall type of configuration, or you can let it grow without pruning for a less formal type of look. My in-laws use this for a privacy hedge between their neighbors house, it has grown up to about 8 feet in some areas in less than 3 years. This is a great shrub to use for your purposes.

You dont say where you live but here is a few- Pittosporum, Photinia rubens, Abelia, Weigela. Buddliea,Coteneaster, Dogwood.
If still in doubt just visit your Garden Centre or Plant Nursery, Im sure they would be able to give you some advise to choose what you would like to put there.

Korean Boxwood is a nice, small green leaved shrub that grows fast, and it can also be trimmed into shapes if desired. Also Dogwood is another fast grower.

Crept myrtles are great shrubs they grow very quickly and are very strong. If you top them (prun the tops) they will be short and fluffy, or they can grow into almost tree height.

Red Tip ?? forgot the name but name starts out like that. They grow a hedge fast. Those chinese sugar canes are pretty too.
