Sounds like your mouse is either dirty or broken.
If it is a roller mouse, open the bottom and clean the rollers... If that doesn't work, you need a new mouse. Get an optical mouse.
If it is an optical mouse, you need a new mouse.

If you are using a mouse that uses a ball, the ball and the moving parts insided of the mouse needs cleaning.

if u have the roller ball type mouse........flip the mouse over and twist the bottom off the center cap....let the ball drop out......u have rollers inside that the mouse ball moves as u move ur mouse ....see if there mucked up.....see if theres a black build up trail on the center of each roller...if so ....get a knife or something that u can scrap the the build up off w/.......blow out the mouse out when ur done......put the roller ball back in and replace the center cap

Clean the mouse. Open mouse, remove mouse ball and clean mouse rollers. Use mouse pad while using mouse.

I think it's a roller mous, so open it and remove the ball. There are some little weels inside the mouse. Try to move the, and if there's dirt on them, remove it. And change your mousepad,that might help.

If it's a roller ball mouse (ball on the bottom of the mouse) then you may just need to clean it....take off the bottom, remove the ball and clean the dust from the rollers .
if its an optical...(red laser) then you need to replace it...
