As far as where the sun first rises in the USA, it's Guam! Their slogan is "Guam - Where America's Day Begins".

I did a bit of research online and here is alink which tells about the date line (which has moved about a bit !!!).

Anyway, Kiribati seems to have managed to move itself just east of the date line and therefore is where each day begins.

Upon independence in 1979, the new republic acquired the Phoenix and Line Islands from the United States and the country found itself straddling the date line. Government offices on opposite sides of the line could only communicate on the four days of the week when both sides experienced weekdays simultaneously. A consequence of this time zone revision was that Kiribati, by virtue of its easternmost possession, uninhabited Caroline Atoll at 150°25'W, started on its territory the year 2000 before any other country on earth, a feature which the Kiribati government capitalized upon as a potential tourist draw. However, even into the 21st century, many mapmakers (including Google Maps) are not aware of this Kiribati dateline shift and continue to represent the International Date as a straight line in the Kiribati area.

In 1995 Kiribati moved the International Date Line so that the entire country is on the western side of it. As a result, the line is as far East as 150°, farther east than Honolulu. Because of this eastern bulge in the International Date line, Kiribati has put forth the claim that Caroline Island at 10° 0' S 150° 15' W will be the first point of land where the Sun will rise. However, the Sun does not rise here until 15:43 (12/31) UT (5:43 AM local time), 32 minutes after it rises in the first place in the Antarctic on January 1, 2000 and 29 minutes later on January 1, 2001. Although it is in tropical seas, Caroline Island is not more accessible than Antarctica. Caroline Island is actually an atoll of 22 small islets stretched over 11 km protected by a very shallow reef, so you can only get there by shallow draft boat or seaplane.
