The men appointed to survey what became Washington, DC were Major Andrew Ellicott, his brother, Joseph Ellicott and an African-American assistant, Benjamin Banneker. This was between 1791 and 1792. They surveyed the borders of Washington DC and placed stones marking the borders with Virginia and Maryland every mile. I'm not sure about the stones in Maryland, but many of the stones in Virginia (Arlington County and City of Alexandria) are still around.

Peter Charles L'Enfant was commissioned to create the plan for the city. Following L'Enfant's dismissal from the project by Congresss, Andrew and Joseph Ellicott, the original surveyors of DC, were assigned to complete the planning of Washington.
