Yes. According to Illinois statute (Vehicle Code) §12‑714:
"No person shall operate or be in actual physical control of a commercial motor vehicle as defined in Section 6‑500(6) of this Code while the motor vehicle is equipped with any instrument designed to detect the presence of police radar for the purpose of monitoring vehicular speed."

COMMERCIAL vehicles cannot! The federal commercial vehicle laws prohibit a radar detectors use by commercial vehicles such as tractor trailers, buses, taxi's, etc.
Personnel vehicles are not commercial vehicles therefore the use of radar detectors are not illegal!
I am aware that Maryland, Virginia, and the District of Columbia prohibit the use of detectors!

In the USA radar detectors are only illegal in passenger cars in Virginia and Washington DC
