President John Kennedy cited the Monroe Doctrine as a basis for the naval blockade of Cuba. The Monroe Doctrine is a unilateral U.S. policy that states The Americas (North, Central and South) shall be closed to further European expansion. It says European nations will not be allowed to interfere in the sovereign affairs of any nation in The Americas.
Furthermore, the U.S. would remain neutral in the wars raging then on the European Continent. The Doctrine introduced the idea that European intervention (or any attempt to establish a colony in The Americas) would be deemed a hostile act against the United States.
The Monroe Doctrine was issued in an address by President Monroe to the U.S. Congress on December 2, 1823. The Doctrine was repeatedly used as an explanation for "gun boat diplomacy" by the United States in Central and South America. President Woodrow Wilson was the first U.S. President to break with the Monroe Doctrine when he sent U.S. troops to Europe late in the 1st World War.

In one of the first examples spin.. the "blockade" of Cuba was actually called a quarantine to reduce tension. And while the confrontation brought on by the US resistance to the emplacement of those weapons was significant, the diplomatic response behind the scenes remains equally important. There is a reason why our short and medium range nuclear weapons in Turkey were removed shortly after the Cuban Missile crisis ended. Those missiles being one of the reasons why The Soviet Union went to all the trouble to arm Cuba in the first place.

Kennedy essentially stated that weapons from the Soviet Union "parked" in Cuba were a threat to the Western Hemisphere and as such were an "act of war!"
Therefore, he committed to the blockade of shipping going to Cuba in an effort to show he meant business and would not tolerate missles in Cuba that were pointed at the US!

It was essentially a modern version of the Monroe Doctrine, designed to keep countries from other continents from meddling in the Western hemisphere. The Monroe Doctrine, of course, was aimed at Eroupean countries such as England, France, and Spain.
