Bribe, erm pay the FDA et.al. to put you on the tax rolls.
I reckon it is alot of State Health paperwork. Look at yourstate.com, where yourstate is the name of the state that you plan on opening biz at.
There are taxes and fees that have to paid, of that I am certain.
