Our pool is 15 years old and have delveloped round circles of black which we had checked out and found that it is just worn in these areas and needs to be resurfaced. Although there are quite a few areas about 3 inch by 3 inch, we were wondering if patching is an option and if it can be done without draining the pool?

I somehow doubt that any patch would adhere under water unless it was allowed to air cure first. I think you might have to drain it to allow the patch to get air. 15 years is pretty good life for a liner, mine went in 8 but then there's environmental issues as well as abuse to consider. Mine was pretty abused it turns out.
You might want to consider a replacement as you may be draining and patching every year now that it's started.
