Not really enough information to be sure

a "=" b

could be 3^a = b since
3^1 = 3
3^2= 9
3^3 =27 <----
3^4 = 81

could also be 6a-3 = b since
6(1)-3 = 3
6(2)-3 = 9
6(3)-3 = 15 <----
6(4)-3 = 21

could be 12-3^(3-a)
12-3^(3-1) = 3
12-3^(3-2) = 9
12-3^(3-3) = 11 <----
12-3^(3-4) = 35/3

and probably countless others

1 = 3^1 = 3
2 = 3^2 = 9
3 = 3^3 = 27

The answer is 27 because the powers are being raised. You said 1=3 right? Well that's your starting point; 3^1=3;
3^2=9; 3^3=27; 3^4=81.
