How can the Government increase the national income and per-capita income in India?

Keep or get the crime rate down.

Allow free enterprise. Nobody cares about your life's conditions like you do, and nobody will work to improve you life like you will.

Get or keep taxes low. That is well proven to stimulate the economy.

Keep government regulation at the minimum level necessary.

Allow maximum freedoms. This lets people take advantage of the opportunities they find, where they find them, which stimulates the economy.

Increase education for the dalits. 25% of your population is being artificially held down. (I'm not looking down on you for this. Look at how we've treated Blacks and Native Americans.) That's a big drain on the economy! Paying them higher wages and opening up opportunities for them will also stimulate the economy.
