Since September 11th there is NEVER going to be a bank that will open a bank account without a social security number.

Bank of America. They are doing in it at least in California. account and credit card). I heard they would expand such services to other states as well. Check with the local B of A. If you just need an account, actually you can open an account with your foreign passport at any national bank.

I think its a law they have that info. To prevent money laundering or it being sent out of the country. Why don't you have a social security number?
