for the hair you should use a curling iron and hairspray.
spray a section of your hair than use the curling iron...you can spray again if you wish to keep it in place.
for the makeup after foundation/concealer you should line both the lower and upper lid with a dark eyeliner (http://www.videojug.com/film/how-to-apply-pencil-eyeliner)
then apply a few coats of mascara.

use a curling iron (if u dont own one, get it done at a salon) ; under -eye kohl and eyeliner for the eyes , light pink blush and eyeshadow , nude/baby pink lipstick. dont use gloss
