Use washer fluid that has a lower freeze point - remember that the wind chill while driving is much colder than the actual outside temp. This means that the usual blue stuff will freeze, even though it seems like it shouldn't. There are orange, green and pink versions from different companies that have a lower freeze point - use one of these, and you should be OK.

The rubber freezes to the window or the mechanism freezes. If it the mechanism that usually means theres a module with a pinhole leak in it. They cost less than 20dollars. Replace it. If its the blade, clean it with silicone spray. Then clean your windshield with Murphy's oil soap.
