This morning on the way to work I drove over some black tubing spread in a straight line across the lane. The end was connected to a box on the side of the road. What exactly is this device measuring. My only guesses are speed or volume of vehicles.

If it is only one tube, its for traffic volume. If there are two, and both of them are only on one side of the road, it's for speed.

The little box actually records both, the volume of traffic and the speed that each vehicle is travelling. This determines the safety needs of the road (ie: stop signs or more police patrols etc), as well as when the highest traffic rate is during the day. It also seems to determine how fast the potholes in that road get fixed-the more traffic, the faster the holes are filled.

they can tell how many cars and trucks use that are of roadway. It merely counts 4 wheelers and tandems.
