By foreground/background thingy , Do You mean, when you click on the link, the browser doesn't automatically switch to the new tab, so you can continue surfing on the present tab?
Tools>Options>Tabbing>
Unclick the checkbox next to " When I open a link in a new tab, Switch to it automatically"
I don't remember if this option was in Firefox 1 series, but it is in Firefox 2.0.0.1, that I am using currently

Ctrl+ T opens a new tab in the current window. Ctrl + N opens a completely new window.

I don't recall ever seeing that as an option in Firefox.
If they bug you, try the "open link in new window" option instead of "new tab".

This is available through an extension. I use 'tabbrowser preferences'.
You can get extensions through the main firefox site.

What do you mean, in the background? Your browser is either open or it isn't.
