14 have been arrested on drug-related charges
8 have been arrested for shoplifting
21 are currently defendants in lawsuits
84 have been arrested for drink driving in the last year

It could be the Kennedy family, but I think their numbers are a little under 600. My next guess is the US Congress or House of Representatives.

Dept of family services probably, or the US Congress.
I'm going with Congress. Our last congressman is currently in prison right now for fraud and other things. I think he's due for parole in 2009. He went in, in 2003 I think?
