Okay some topics you can address:

1: racism

2: your biggest pet peeve (something funny, amusing... ringing telephones at all hours... jumping out of the shower, slipping on the soap, and by the time you reach it, the person hung up)

3: global warming (haha)

4: the importance of longer summer breaks (*gg*) =]]

et cetera. Just a few for starters.

But if you're actually just asking me to send you a whole speech then you're nuts. There are some topics... hope they can give you a jump-start on what you can speak on... humerous or serious... but I have enough homework as it is... too much to be doing yours on top of it.

In English we don't use 'felicitation' much: we normally say 'congratulation'. ChairmEn or ChairmAn? and why is he being congratulated? Don't you think you should mention the reason for the congratulations?
