1) Your webcam may need a driver installed, which normally comes with the device in the form of a disk. You need to install the contents of the disk to your hard drive.

Having done the above / not applicable then:

2) Check your firewall settings, this is the most common problems for when the cam works offline but not over a network, i.e Msn (note the Internet is a network). Having a high setting firewall or a personal firewall may be restricting access to your webcam, for example I know for certain that Norton personal Firewall does not like Webcams.

3) Ensure you have the device plugged in correctly
