There's a number of ways to try and find people depending on where you live.
If you've exhausted the online phone directories, and tried "high school reunion" type websites (like schoolfriends), you need to get out and access your local electoral roll (usually free to view, but again, depends where you live) or the federal one.
Still nowhere? Have you tried his friends? Crazy as it sounds. All you need is one contactable friend or old friend. Ask them for the names and numbers of anyone else who may know where he is. Call them and ask the same. Repeat.
Failing all that.... you may need to accept that your father doesn't want to be found. I know that can be hard, but people do these things for a reason. If he's really hard to find anything about, it's probably because he wants it that way.

My half sister found my dad by his social security number. You may ask your mom or someone that new him before to see if they have his social or drivers liscence on some paper work. It took about a year for my dad to get the letter she wrote him but he did get it.
What the social security office does is mail a letter to that person for you. That way if he wants to talk to you then he has the chance to do so without you knowing where he is incase he doesn't.
If you know what school he went to you could go look at the year books for his age group to see a pic of him if you haven't seen him before. You could post his picture on your myspace for others to see who your looking for.
Look up in public records in counties/states you think he may have lived in. Most are online now. If he has been arrested for anything it could be public knowledge. Not that I think he's been in trouble but you never know.
If you know what state he lives in or county you may be lucky and he has bought a house. If he has bought a house you can find his information at the county appraisal district. Most are online now and is public information. Some counties charge a small fee to access the info but it isn't much.

Easy, pay someone to Tell the FBI that he is the head of a terrorist organization called _____. Then watch the news and go visit him when you see the story of his arrest. :) Or you could just pay to use a real locator. Most of the free stuff is free bc its cheap and doesnt yield good results.
